Also, just noticed the part where you said you want to use RTM tools, so here's some memes :
there are 2 ways of using RTM tools, Enstone's Control Console (most commonly referred to as CCAPI), and ProDG's Target Manager (most commonly referred to as TMAPI)
CCAPI is Wireless, easier to use(as in, more noob friendly), and quicker to set up, however it is a slower connection than TMAPI.
TMAPI is connected to your PC via ethernet cable, and is less noob friendly and takes longer to set up than ccapi, (my ethernet port is busted, so I've never ventured too far into TMAPI, however there are a few settings i know that you need to tinker with in the debug setting section). However, i recommend this because it is much more rewarding for its faster connection.
to set up ccapi, install your preferred version onto the ps3 using the pkg file, open it once installed and it should say something to do with succeeding. (where you said you are on 4.80, i think only CCAPI 2.70 supports that firmware version, however, i could be wrong about that).
Next go to your PC using the EXACT same version you installed on your ps3, run the exe.
Now install blackbox ftp pkg file on your ps3, open it and remember the ip (or just keep it open)
now add a console to ccapi (i think you right click to do that) and type the exact ip on the ps3.
Success! now you should be able to connect via CCAPI with any supporting tools. (if they don't work, replace the PS3Lib.dll and CCAPI.dll with the ones that your version of ccapi supports)
I personally don't use TMAPI because i have a broke ethernet port so I don't know much about it, just use a youtube tutorial. (if you are going to rtm with TMAPI, make sure you have a debug eboot, else the tool won't attach).

just noticed you also mention you don't know too much about using a new cid (or at least, i think that's what you mean)
If your cid gets banned, just buy a private one from a trusted seller (approx 6/10 cid sellers re-sell the cid they sell you, so make sure you find a reputable seller) then go into ccapi, and paste in the cid (make sure you're connected to the ps3) and click "Set current IDPS", then click "Set boot IDPS"
now every time the ps3 turns on, the cid will auto be set to the unbanned one you purchased.
Note : just to rid of any confusion, an IDPS is the CID
