I do have a modified PS3, and have GTA V on it, but am unable to find a solution through Google. I am coming to NGU for help, and asking if there's a way to basically recover that specific account, and get all of his shit back. Keep in mind, I do have a jailbroken PS3, and can help him via that way...

All your friend needs is his account and password and he will be able to log back in on any ps3 console and all will be as it was.

If on the other hand he deleted the character himself he will need to contact Rockstar and open a ticket/contact via email/phone with his character account details and they should be able to retrieve his account, he will need to give some details email etc and they will send him a couple of emails to verify everything and R* will reactivate the account.

It would be more of a pain to go to rockstar and may take a while for them to help if they can. I'd suggest that he makes you a list of the stuff he wants back and you go on his account and do it for him.
