Yes. As long as the account is accessible, you may do whatever it is you wish. Just note, after being banned, that account has been flagged as a cheater.

Would that mean that it's worth less?

Not entirely. I'd try to stay under the radar though. Try to keep your stats as legit as possible (don't be higher than rank 250), clear your reports, have friends commend you once a week or so, etc.
