If it's within the same console family (xbox 360 to one or ps3 to ps4) it has to be on same account. Otherwise something like ps3 to xbox one or xbox 360 to ps4, will transfer to the account you have on next gen.

No you can't transfer from one PSN account to the other. Although I think you can transfer from PS3 to XBOX ONE, as well as XBOX 360 to PS4
