Sure, you could get banned for just signing in on a CFW. As for PS4 risk, PS4/PS3 GTA are two different things, what effects GTA ps3, shouldn't effect GTA ps4 (most likely). But if your PSN account get's banned, that'll affect both PS3 and PS4.
