ihavent been on gta since 1.13 but if im correct cop cars or any unsaveable cars cant be saved in your garage if your on (ofw) as for max upgraded cars ithink thats possible...

And to let you know bro, cop cars and other "blacklisted" vehicles are unable to obtain since 1.16 came out. Now a regular super car completely decked out, is possible. Good luck though! Smile

Max Upgrades & Twin Turbo is possible. Modder or not, there is no public garage bypass that will work without getting incompatible assets. If not a modder, there is no way for it to be stored.

There is no twiin turbo Smile the values for turbo engine is 0-1 , 0 = off , 1 = on , 2 will be = off Smile and will get reseted to 0
