Try contacting BGG, Kryptus or Son-Of-A-Beach but they wont make it for you they will just give tips

All of them except BGG might allow one to use an older base from something, but BGG is clueless :LOL:

Looks like you're asking someone to create it for you. If you don't have much time you can take the easy route of using a base, etc, I'd recommend 2much4u's base.

There are a few menu bases released in the You must login or register to view this content. section.
Doubt any of the current developers will actively help you. Not because they don't want to, but because they simply don't have the time to do so.

But just a word of advice:
Don't start creating stuff like a modmenu immediately. Try and understand how GTA works and look at open-source projects to see how it's done.
Learn basic C++, make some simple console applications to practice and learn the language.
When you're ready, you can start to create simple mods and eventually move up to more advanced stuff.
Don't run before you can properly walk! Smile
