If your on PS3 I don't believe they can give it to you since it is a DLC item... If your on PS4 you can buy it from the shop I believe... You will have to buy the DLC it's pretty cheap since GTA V is pretty old...

This is only possible if you have the collectors edition. When modders use it, other people can't see it. So even if a modder put it in your garage, you wouldn't be able to see it.
