If you already used the migration (transfer) on the account you are already using on PS4 then nobody can mod that account. You would have to create a new one. To my knowledge nobody has come up with a jailbreak for PS4 is why you can't have PS4 modded. You could create a new PSN account, have it modded on PS3 and then transfer it to PS4.
