There is no way as of now to give money on the PS4. Your only best option is to have a account edited on the PS3 and then transfer. Before this was the preferred means of modding accounts now the account(s) has to be 30 day's or older to my understanding to even be allowed to transferred. And even at that you still run the possibility of GTA giving you issues transferring smoothly seeing as a lot of player's have reported modded accounts not being able to transfer at all anymore or losing modded content once transferred.
