Rockstar has disabled the 30 day wait.
Regardless of whether it is 30 days old or not, it still has a high reset chance
due to new security set in place on next-gen anticheat, as well as manual review by R* employees.
I don't have any X360 accounts, but can mod you a character on the PS3, your chance of reset is equally the same.
Reset chance is about 50/50, but is usually centered around several stat-checks and metrics.
What exactly is it that you're looking for?
