You will need a person to help you out for this (you can also do it by yourself if your router is close to your console or pc and if you are fast)
Steps:
1.Join a public Lobby
2.Go or tell anyone to go to your router and then disconnect you router's wan port for 6 seconds and then connect it again
3.After that you will see it will show that all players left and you are the only one left in the session
4.Keep an eye at the player's list, if anyone joins do the step 2 again

There's a much easier way to do this by changing the mtu settings to 800 at least on ps4

But I wonder if this would work on missions and races? Like the premium race for example..?

I know about it but as changing the mtu might effect other online games that's why didn't write about it, didn't try it with races tho, but it works with missions, also works with biker dlc businesses
