Do you have a hosting account?

Anyone can publish it locally to their browser, if you want to bring it online you'll need to have a server to host it. You could purchase and run your own webserver, or host it via another's hosting service.

You'd also need a domain name.

If you are just looking to save the file, just go into File > Save, if you're looking to publish it out of a dreamweaver project, just click "Publish".
