I know the law, I have a Bachelor's in Criminal Justice lol. What I was referring to was that the federal government would not waste their time and money to actively seek people who posses pornography. Instead, they would look for the distributors of this "child pornography." What I meant about age was that 13-17 year olds can sometimes appear older than they are. Spotting child pornography from children under 12 years old is easier and more effective than someone over 12.
