I'm pretty sure it's not. KBPS stands for kilobyte per second, so the higher the better. You may be confused with ping, the lower the ping the better.

Well, one simple way to download faster would be to connect via ethernet, rather than wireless. After that, the only way to make your connection faster would be to eliminate all other things using that internet connection.
