ummm i don't think there is a proxy faster than your own connection...

do you use utorrent? or you just want to speed up web browser downloads?

If you have things running in the background on your computer that can affect download/upload speeds. Try and stop the processes to those and you should notice a slight increase but other than that you can't do much.

If you have the router/modern that is required for the speeds given by the company then all you can do is just purchase a better package.
