As many websites as you want can be uploaded (with certain packages) and tested and developed on.

Basically this thread is, would you pay a few pound each year for a piece of private webspace only accessible by you (and your team) to develop on? It can be accessed anywhere as long as you have the correct information. Please don't flame, I am aware that this can be done for free however I'm wondering if you guys would think that others would pay?

This proposition is more aimed at businesses developing their sites.

I did think of that :p I first got the idea when I was thinking about how part of the internet could only be accessed by certain people, like a premium internet thing, that disallows fbi from taking down filesharing sites etc.

Like a program that gves you access to servers that you can't access without the program, and the servers can have all sorts of illegal shit like music, movies, game downloading etc. (although it would obviously be monitored by admins), it's sort of a premium section of the internet.
