Yes, you can. I would recommend not doing so if you plan on a partnership soon. There is really no reason to enable it as you won't earn very much (dollars at most) and if you do somehow get banned from adsense or it gets disabled it makes getting a partnership near impossible.

It all depends on the network you choose to be partnered with.

Some networks require monetization to be enabled.
