Ok, so recently I've gotten "We're sorry, We are not are not able to send your payment now." message whenever I try to pay someone.

My account is unverified, But I've never gotten any message like this When trying to pay to someone before.

Alright, I have enough money to send to the person. I'm not 18, so any ideas how to fix this or how to verifying?
Cause when I asked for help, all they told me was to verify my account, by sending them Any letter with proof of your adress. (I can do that.) Show them my bank account Info (I can also do that.) Give a image copy of my ID Card (They'll know that I'm not 18 yet.)

Any suggestion, any help would be greatly appreciated, thanks!
