If this "service" is paid then you should delete your thread. Only Elites/Premiums Are allowed to sell services here on NGU.

This can not be done, it's assigned to a uid which you will not be able to make sense with unless you have access to the database - which then you can match to the account. However, that's not always possible as "Anonymous" is not always linked to an account - sometimes just an IP address as you don't need to be signed in to the website.

Long story short... If you're not able to hack into Ask.FM's database or you don't work for them/have permission to view it - then you can't.
However, like boosting, question boosting, etc can be done. There are many examples of user made "apis" which allow this. However, would probably be easier to make your own to suit it around your needs. There are not official API's for Ask.FM (to my knowledge) so they just use cookie containers with something like curl - sign in, do shit, sign out.
