Well, you can find some free VPNs that work very well such as CyberGhost VPN. It is not very expensive for premium though. As for the "booter," DDoSing is illegal and I do not think we can point you in any direction to help you there...

How does booting another person solve your problem? Clearly you don't like it so why do the same thing?

As for using a booter, this will do nothing as normally attacks are spoofed which means the original attacker is probably going to be unknown. They may also be using a VPN themselves. However, you can use Rage Booter (google it) which only allows "server stressing" but it does have the ability to take off a home network - obviously. Please note taking someones connection off without permission is breaking the lawSmile so do at your own discretion. As for a VPN, I'd suggest using something like Hide My Ass. Please note that VPN providers stating "we don't have logs" are lying - as it is a legal requirement in many countries - offshore servers may not store logs though. However, I would personally recommend something like Hide My Ass (google it). You can however, purchase a server for like $5 a month and set up your own - if you have the knowledge and understanding to do so.

Also, If you have a dynamic IP address, you can get a new IP. A lot of the time dynamic IP address' are assigned by a DHCP address pool which your ISP has control off, so not always the IP changes. An example of a provider which rarely changes IP address - Virgin Media (UK). However, if you're able to change your routers mac address (using something like ddwrt) you will have the ability to be assign a new IP address. You can also call them and request for a new IP address - Virgin Media will at first claim "we don't have control of the server", ask to speak to a manager who will magically have control. As for a static IP address, the only real option is to call your ISP or if your router allows you - change the modeSmile.
