How far are you from the router or are you using an Ethernet Cable?

3 meters away. But it always changes... sometimes I'm at 1.1MB/s and sometimes 300 KB/s
Using wifi btw

Are you high?
It could be the Distance your house is from the exchange? Or try resetting your router usually with a small pin button on the back of your router...

If you have an Ethernet Cable lying around, try using that and see if it makes a difference. It could be a problem with your ISP.

Alright, there are four different types of Internet provided to you by your ISP:

Dial Up is using a phone line and calling a certain number to get internet access. Speeds would typically be up to 56 KB/s. and ping latency very high.
DSL is using a phone line at the same time, but connecting the phone cord to a special modem to gain internet. Speeds are typically 1-13 Mbps download.
Broadband is where you connect your modem with a cable that you would usually use to connect to a TV via wall. Speeds are typically 1-500 Mbps download.
Really doubt you have fiber network, so I wouldn't explain what it is. My guess is you use DSL with that slow speed.

Nah I don't have fiber lol. I think it's Broadband but the speed varies a lot

DSL is basically phone lines, is your internet and phone connected in the same way (same port in wall or similar ports)?
However, it could be due to noise on the line, contact your ISP and they might be able to run a diagnostic.
If it keeps going up and down it could be due to the frequency strength on the line or you could be getting flooded (dos/ddos - bad speeds often follow as aftermath).
