Is your PS4 connected via Ethernet? If not, then that should fix most of the network problems since WiFi is horrible for gaming. If you are on a wired connection and experiencing these issues then try putting your PS4 in the DMZ using your router (Google for a tutorial). And make sure your network devices are set up correctly! For example: Having two routers could cause what's known as "Dual NAT" if bridge mode is not enabled. It's a common mistake and causes dropped packets.
My PS4 is connected through an Ethernet, but the issue is, it's not just my PS4. It's my internet in general. Even on my iPhone, sometimes it takes a while just to search something in Google. But it's not all the time, it's only about 50% of the time.
