try download a 6.0 firmware and jailbreak using the latest version of redsnow

You must login or register to view this content.

You're going to need the shsh blobs from a previous jailbreak. There is no current 6.1.3 JB for any iDevice. However if you have the blobs you can downgrade to 6.1.2. There will not be a JB for 6.1.3 as currently 7.0.2 JB are being developed by jailbreaking devs.

NOTE : The blob method will not work on any device ranging from 4s and above.
