You can track just about anything especially if it is connected to Internet. But I wouldn't be worried, If you are scared a jailbreak is going to have the Feds breaking down your door, don't be. I've jail broken many iOS devices and I don't think it's illegal unless you pirate etc. but don't take my full word on the tracking part because I'm no tracking genius

You can delete carrier with fake carrier tweak, and to help not being tracked use proxies and vpns
