You can get it with a jailbreak, I know that for sure. Probably not without a jailbreak.

If you have a jailbreak, download the tweak called Pandora Essentials. That will give you unlimited skips.

You can then download LinkTunes which will allow you to get free music to your Music app if you navigate to the iTunes Store and click LinkTunes tab. Then search a song, click it. Then download by dragging to the left and pressing the download button. If it is dead, try another. Most MP3Skull links are dead.
