You can downgrade back to 6.1.2 IF you have the shsh saved BUT when you downgrade via redsn0w, Redsn0w also Jailbreaks it but its the tethered JB so you need to plug your phone back into the PC each time it needs to reboot or turn off, and you cant make it untethered. I spent hours with this a couple of weeks ago, Or you can Jailbreak your 6.1.3 device if its an iPhone 4 or iPod touch 4th Gen but again its the shitty tethered JB

No you cant downgrade unless you saved your hashs like Quantic Dream said. If you had your Mobile Substate up to date all you would of had to do was hold the plus button when you were powering on your Idevice. This would disable Mobile Substate which would of allowed you to uninstall your corrupted tweak.*

Absolutely this, 6.1.3 is what happens when you don't search alternative fixes for your device and go straight recovery.

I did try other ways to power on and go into safe mode.. but i installed siri for iphone4 which was way too big for my phone

Well now your just going to have to wait it out for the untethered 6.1.3 jailbreak.
