Here's your answer. You've installed the 7.0.4 update over the sir or via wifi. You have to download it from here>You must login or register to view this content.
And then install it on your phone. Open up iTunes while your phone is plugged in, hold down the ALT key and the SHIFT key, and click on check for update in iTunes. It'll open up the menu to select which file. Choose the file you downloaded that fits your phone.
