For Photoshop there is a Filter/Plug-in called Fractalius. Which is how you make them. But it cost. But sure you can find it free some where, if you look hard enough.
You can get it to work for Gimp but there are a few things you need, I may make a tutorial on it if anybody wants it. Idk
