Can't help you in gimp, but in photoshop, you overlay a pattern on a soft brush.

It's really easy in gimp
1. open a document whatever size you want
2. download the font BankGothic Md BT from dafont.com
3 type you name or whatever
4. go into scriptfu and click outer glow and choose the type in the HTML notation of 7aa639
5. after it finishes select your text layer and change the text color to white.

I used this but dont listen to the settings of opacity and what not use what you think looks best...thats what i did and used it in my custom themes
