it REALLY needs more effects but the start is a really good one. add some colorfull C4D's around her shoulders and then just see were it takes you.

had much potential. but as of now looks like either some super smudged c4ds or just a rainbow type thing smudged and erased. but like i said. much potential

Yeah it's got potential, the colouring and composition is good, just as the others have said, add more effects, get rid of the border and sharpen it up at the end.
