Do you mean the tunnel vission effect. im not an expert by far but maybe riot gear offers some good effects for sony vegas .

Prior Knowledgement: Masking- Pan/Cropping.

alright:

Go to the Pan/Cropping Menu by right clicking the clip.

Then find the Keyframe were u want the Mask,

Put the Anchors in a circle in the scope, but with space in the scope left, so on the outer lines.

Go to MODE on ur left, and put it on: NEGATIVE.

Make sure u got another clip under it. To shows trough the scope.

if u done right u and play the film, u should of see the new clip trough the older one.
