and my teacher showed my this sin city effect (picture below)
we used the same pic in class say if you think the effect if good

Theres no point.
He basically added a black and white gradient map and then erased it.
or added colour wherever to a black and white image using a brush then set it to overlay.

ok il do a tut;

Layer>New Adjustment Layer>Hue/Saturation: -100

pick a brush and color must be black and just paint the area you want colourful
