As you've said their both begginer but the second one is better.

for the 1st one stroke the text with a darker red to blend it more. also a little less of the neon light. the second one is better. keep up the enthusiasm and you will get better and better at gfx

I'd say the second one because the pen tool neon lines has been done so much. I would work on your font choice though. And i wouldn't recommend putting on a stroke on that kind of text.
