Okay, can you make me one like Koopa's scanline, with the same scanline speed and scanline size?

The color of the text, Light Blue, like a cyan color.
The color of the scanlines, can you make the two left-to-right scanlines black, and the up-and-down one white?
And can the text be outlined in bright yellow?

And of course, it's a sig, and it should say Solo---Shooter.

I'll donate half now, half when I get it.
