I belive you are talking about the C4Ds...C4Ds are a huge benefit to sigs..Useing them right can result in real nice sigs. The "outer glow" you see is just the C4Ds put on a different blending setting which changes its appearance.

There is actually a tutorial followed for the first sig you posted.
