Do you mean the animation part? or the sig itself?

The animation part :love:

In photoshop you go to Window>Animation>A window will pop up at the bottom>Click on "Convert To Frame animation" at the bottom right>Hide all the layers but your original background>Create new frame>Unhide frames one by one as you create a new frame for each>Add about 10 extra frames for the final product. Pretty simple .
