Well, to create a new layer, in your layer panel (VIEW>LAYERS) it will show up down near the bottom right of Photoshop. At the bottom of the panel, is a button, should say create new layer.

There's no such thing as a "gaming sig". Call it what you want. There are sigs based on games. There's no in particular way to make a game based sig. Follow tutorials, learn how to brush, use c4ds, and manage your layers. The site I posted is what helped me the most.
