Good:
Has good flow and the colours blend very nicely and complement the stock/render nicely floral brush or whatever on the hair is good but a tad over-sharpened

Bad:
Very Empty
Floral brush on the face needs to go
Border is way too thick
barely any effects and the arm looks weird and no depth

I Suggest:
add a few c4d's that flow well under the render
a couple of g-maps to brighten it up
Blur,erase Focal. Sharpen, erase background then use dodge and burn tool to add some depth

This is a stock and a few brushes around her head right? Because that's all I'm seeing.
If rated by looks, it'll be amateur 5. Rated by skill, between beginner 8 and amateur 1.
Also, you tried to create depth by blurring, but why did you blur her left hand, and left the arm sharpened? That can't be right.
