Yes, but it's more than that. A vector file is different from a regular JPG or PNG file in that it's made up of lines, not pixels. This doesn't make much sense without an example, so let me give one:

If you took the original fancy letter s file and shrunk it down to 10x10 pixels in size, if you made it bigger again (say, 300x300) it would be very pixely and hard to really understand what it is. However, if you took the native vector file that I made (not these PNG files, but the vector file saved to my computer) you could make it 1x1 pixel and then blow it up to 1000000x1000000 pixels and it would still be completely smooth.

By saving the paths, and not the image. Those are the vectors.

It's just vectoring the letter and flowers in the original image I posted lol, and the person who wanted them wanted the mirror image of the letter too.
