Kinda reminds me of a poster that you'd see advertising something. I think it's just the way the text is done and mix of colours and simple effects. There's a very 'vanilla' feel to it as just about everything apart from the wireframe in the bg can be done with no resources. Not sure why, but I kinda like it for this alone. The main thing that I don't like about this though is the scanlines in the middle right by her hood. They just look very pixelated to me, a bit like when you see a striped shirt on tv.
