Ok, first off all, the tools you will need are:

-Photoshop (Doesn't matter what type like Cs2 or Cs3)
-Good text for a UserBar
-and eh.. thats it

Now, start making a new file with dimensions: 350x20

Then choose the color for the background:
(i use blue and light blue just for example)

when that is done, make a new file with dimensions 4x4.
Zoom in until you can't zoom anymore.
then take your pencil tool, set it to 1 pixel and make lines like this:

Then go to Edit > Define pattern and save it with the name: UserBar Pattern

Ok, now go back to the Normal userbar
Get your Paint bucket tool and change this to pattern:

find your own made pattern in it and create a new layer
fill this layer with your pattern like this:

make a new layer.
Now take you Elliptical marquee tool
and make the color white, do the same as me:

now set the opacity to 63%
you will have something like this:

ok, now just get the font you want to use, i normally use visitor font (search on You must login or register to view this content. for it)
i used the virtual dj font
make the blending options stroke, make the stroke black and set it to 1 px
you will have something like me now:

Final product Happy


For Making it much cooler:

get a cool brush and add it to your background color:

Shading:

Select all your files at the same time and press: Ctrl E
it will merge your layers.
cope your whole userbar and make a new file with the dimensions: 450x30
paste it in there and place it in the middle.

right click your layer and got to Blending options

click on shading and make your distance 2
then click on stroke and get a stoke with 1 px with the color you want around it, then click OK:

now your userbar is done, save it as PNG file and upload it in imageshack or tinypics
