After he uses the Elliptical Marquee Tool and hits Select Inverse on his version it only selects the wheel part and on mine it selects the wheel and the entire picture and when I try to do the next step for inside the wheel it try's to move everything (the outline of the wheel and picture) I have Team Viewer if that would make things simpler. I'm just stuck on that part. Thank you.

It looks like after he seclected the inverse, he copy and pasted to selection to a new layer. Leaving the one underneath to edit the hue.

After you make your selection and invert it, hit ctrl+j to duplicate your selection. Then on the layer underneath use your adjustments to change the hue.

Actually no, for some reason it's still not wanting to work. It might just be easier to use Team Viewer and have somebody show me what I'm doing wrong. When I make the new layer the selected part disappears. The best it does is changes the color from inside the wheel which is where I don't want it to change.
