Most of that can be just done in paint/paint.net :p

LOL. That can't be done in Paint... or Paint.NET, you need Photoshop...

You can put text over images in paint...

Can sell you a similar based PSD which has a space for GTA & Bo2 Service. Can change it since layers are not locked , and I Will sell you a PSD.

Just searche for flat website template. This is the same as the post you linked. And it will be free but you need Photoshop.
