Are you using new cables? Looks like bleed over interference since its so intermittent. You have probably tried re-seating the cables..maybe a bad connector. Do you have another appliance close to the cables that is running other than the TV and computer?

Zoom the video in a little with Pinnacle Studio or Sony Vegas.

cables are about 6months old and my moms cell phone was about 3ft from my PC and TV and about 1ft from the PS3 idk if thats it...
