No, I believe it's DevExpress, since I've used that theme many times as well, also looking at the GTA 5 Tools section, LTS has the same theme...



I don't know where you can get that theme from, I think it's DevExpress, anyway below is a tutorial on how to install DevExpress, remember you'll need to download DevExpress... You can choose from different themes since DevExpress offers that.

It may be, but I not sure. I have a good idea that's it's one of the DevExpress themes. That's LTS main theme according to their thread. Skip to 57 seconds into the video. You see it has that blue outline to it. Now look at the LTS image:
