Contact Apple support tell them you have made a purchase on the game but I never recived the items
Also tell them i have contacted supercell but they were unable to fix the issue
Ask for a refund
Show proof of your purchase

I would think that apple would get a notification that you tried purchasing such an item. Also you'd probably have to have proof that you didn't get the gems
