I believe any tool will connect with ccapi 2.70 all you have to do is replace the ps3lib.dll and ccapi.dll to the 2.70 versions

As Jordan stated, except it's most tools will connect so long as you replace those files. Some tools have dlls built in the tool, meaning you can't change them.
