You need to make an eboot that takes off pop up dlc or install terminal

Or just make sure you install the package files in order from 1.19-1.24.

Here is a link to all the PKG files for 1.19 to 1.24 download and install these one by one in order and you will be fine. I had this problem earlier today but its fixed now. Hope I helped
