There's no real "fix" for it. However, this is what you will want to do:
Download 1.19, 1.20, 1.21, 1.22, 1.23, 1.24 in that order

This should let you play it without any extra downloads. If it still asks for you to download, just go to the store and click download on Terminal and wait until it activates it. Once it does that you should be 100%.
